If people are made aware of negative consequences, they tend to be more diligent in reporting incidents.  This does not mean that the incident rate has increased.

Visits to US emergency rooms for traumatic brain injury rose nearly 30 percent from 2006 to 2010, an increase that may be attributable to increased awareness and diagnoses, a new study suggests.

Isn’t that the point of awareness; to get people to take action?
